Project Overview<\/span><\/b>\u00a0<\/span><\/p>\n Clackmannanshire and Stirling Health and Social Care Partnership (HSCP) supports more than 3,500 people across the region with technology-enabled care. With the UK\u2019s analogue telephone network due to be switched off by January 2027, the Partnership needed to modernise its telecare services to ensure continuity and safety for vulnerable users.<\/span>\u00a0<\/span><\/p>\n To deliver a future-ready solution, Chubb was selected to provide its cloud-based platform, Cloud Care Control, as part of a coordinated effort by Stirling Council, Clackmannanshire Council and HSCP teams to complete the analogue to digital switchover. The milestone was recognised by all the partners as a significant achievement in protecting vulnerable residents and modernising vital public services.<\/span>\u00a0<\/span><\/p>\n Customer Needs<\/span><\/b>\u00a0<\/span><\/p>\n The existing analogue Mobile Emergency Telecare Service (MECS) across the region was becoming increasingly unreliable. A major risk was that system failures could go undetected until a user raised an alarm and no response was triggered. The Partnership required a robust digital alternative that would ensure uninterrupted emergency alarm connectivity, provide real-time fault detection and reporting, support remote working and service delivery, and comply with national digital transformation requirements.\u00a0<\/span>\u00a0<\/span><\/p>\n The solution also needed to integrate effectively with the existing care framework and be implemented with minimal disruption to users.<\/span>\u00a0<\/span><\/p>\n Solution and Benefits<\/span><\/b>\u00a0<\/span><\/p>\n Chubb\u2019s Cloud Care Control platform offered a resilient and scalable Software as a Service (SaaS) solution. Designed to operate over digital IP networks, it provides continuous monitoring, instant alarm signalling and flexible access for teams supporting users across the region.<\/span>\u00a0<\/span><\/p>\n Key benefits included:<\/span>\u00a0<\/span><\/p>\n Collaborative Implementation<\/span><\/b>\u00a0<\/span><\/p>\n Working in partnership with Stirling Council and Clackmannanshire Council, Chubb supported the smooth migration from analogue to digital services. The MECS digitalisation was carefully managed to avoid any gaps in service with clear communication to staff and service users at every stage.<\/span>\u00a0<\/span><\/p>\n The project team followed Digital Telecare\u2019s Playbook for implementation, supported by Technical and Implementation Associates to ensure a smooth transition.<\/span>\u00a0<\/span><\/p>\n The transition has also set a strong foundation for future innovation in digital care, helping the Partnership explore more advanced telecare and telehealth applications as user needs evolve.<\/span>\u00a0<\/span><\/p>\n Testimonial<\/span><\/b>\u00a0<\/span><\/p>\n \u201cThis digital transformation ensures that thousands of our most vulnerable residents remain safe and supported in their homes.
